Hot Rolled Coil (HRC) is the benchmark for raw steel prices.

About A572 GR50|High-strength low-alloy (HSLA) structural steel with 50 KSI minimum yield. Stronger than A36 (36 KSI yield) while maintaining good weldability. Micro-alloyed with vanadium, columbium, or both to achieve the higher strength without increasing carbon content significantly. This is the modern structural steel. Most new construction specifies A572 GR50 over A36 because you can use lighter sections for the same load. Available in plate, bar, and shapes. Machines similarly to A36. Hot rolled with mill scale. Compare to A36 (lower strength, cheaper, increasingly being replaced), A36/GR50 (dual-cert material that meets both), and A514 (quench and tempered for much higher strength).
About Plate|Thick flat stock, generally 3/16" and up, used for machined base plates, fixture plates, wear surfaces, and structural fabrication. Heavier grades get milled, drilled, and tapped directly.
