About .15 C MAX|A chemistry-based specification for low-carbon steel with a maximum of 0.15% carbon. This isn't an AISI grade but a buyer's spec that ensures the material is soft enough for forming, welding, or carburizing applications. What you actually get could be anything from 1008 to 1015 depending on the heat. Common on purchase orders for sheet, strip, and tubing where the customer just needs 'something soft and weldable' without specifying a particular grade. Compare to 1010 (similar carbon range with defined chemistry) and CS-B (another generic soft steel spec).
About Flat Bar|Rectangular solid stock used for brackets, fixtures, machine bases, and any part where you need a wide, flat starting profile. It's common in both machining and structural fabrication.
