About LOW CARBON|Generic designation for steel with no specific grade called out, just 'low carbon.' Typically means under 0.25% carbon. What shows up could be anything from 1008 to 1020 depending on what the supplier has in stock. Not appropriate for any application where you need guaranteed properties. If a drawing says 'low carbon steel,' it's worth asking the engineer to specify an actual grade. Compare to .15 C MAX (at least has a defined upper carbon limit) and 1018 (the standard go-to low carbon machining grade).
About Plate|Thick flat stock, generally 3/16" and up, used for machined base plates, fixture plates, wear surfaces, and structural fabrication. Heavier grades get milled, drilled, and tapped directly.
